With the French Mobility program, you can hire candidates for any position you need, regardless of whether the position requires proficiency in French. No, under this program, it's not necessary to demonstrate efforts to recruit Canadians. Unlike recruiting foreign workers with an LMIA (Labour Market Impact Assessment), which requires demonstrating efforts to recruit Canadians, this is not a requirement under the Free Trade Agreements (FTA).
